In the era of economic globalization, the industrial cluster is gradually becoming a main pattern of economic competition today. The knowledge competence plays a more and more important role in the development of industrial cluster. In both high-tech and traditional industrial clusters, long term continuous competition advantages must rely on the bunching of knowledge. The establishment of industrial cluster competence evaluation index system from the perspective of knowledge flows, and using the evaluation index system for the evaluation of industrial cluster provides a new way to the competence evaluation, identify problems and provides theoretical direction for the improvement of the core competence. It has great theoretical and practical significance for development of industrial cluster.Firstly, this paper has reviewed the evaluation of knowledge flows core competence of industrial cluster domestic and abroad, conclude its formation mechanism, and discussed the relationship of knowledge flows, knowledge competence and core competence, and then established the core competence of industrial cluster's evaluation index systems from the perspective of knowledge flow. Finally, on the basis of theoretical analysis, taking Guangdong, Jiangsu, Beijing, Shanghai and the national average levels as objects, the author evaluate core competence using Factor Analysis at first and then AHP to evaluate knowledge competence. The conclusion shows that, the evaluations of the two competence have a positive correlation relation, and that different levels of knowledge flows would generate differences in knowledge competence so as to effect the industrial cluster's core competence.
