Purchase an important link which is regarded as engineering construction in project, in any project, project procurement management run through whole lifespan of project nearly, project management mode and project shut of the same type to purchase project direct influence of management mode, purchase respect contents such as quality, progress and expense expenditure that the management mode not merely concerns the project,etc. in project, and determine whether a project can be finished smoothly on schedule, therefore very important function of study on procurement management of the project can't be ignored. In recent years, because the country strengthens the input to construction projects such as the infrastructure, apparatus of university,etc., in the university taking educating as centre, in the face of numerous project construction, have brought the severe challenge in purchasing the management mode currently. How theory and method to draw lessons from project management, standardize the operation that the project is purchased and called for bid, manage efficiency in improving, take precautions against the risk of clean government, quality, cost and time to guarantee to be purchased,etc. meet the requirement of project implementation, it is a lot of universities that need paying attention to and urgent problem to be solved.This paper takes advantage of the theory of project management, and constructs a procurement management system aimed at the concrete project in College H. In addition to the processes in procurement management system, which includes structure of the procurement organization, choice of procurement style and suppliers, this paper puts the procurement management system into practice and evaluates the performance of the system. The system applied in the concrete project avoids those drawbacks in traditional project procurement, which not only decreases the cost, but also meets the requirements of both timing and quality. The results achieved in this paper will be helpful in future study on the procurement management.
