Balancing the relationship between economic development and environment protection is a serious problem facing China nowadays. With the restriction of electricity shortage, policy makers plan to develop the hydropower of River Nu. The Policy of develop Nu is a controversial issue, because different interest groups and policy actors were involved. The plan of Dam Nu was proposed in 2003, suspended in 2004, and it was reboot in 2007. The interactions among central government, local government, electricity company, scholars and civil societies determined the fate of Dam Nu. Their endeavor reduced the number of Dam in River Nu from 13 to 4. Nu Campaign is a milestone in China, and the resources exchange between various policy actor form a policy network.This thesis use the typology of policy network designed by Rhode to analysis the process of Nu Campaign, the driving force and constraining force within it. From both structural and dynamical perspective, using the dialectical model to analyze the complex relationship among various policy actors and the dialectical influence among policy environment, policy actors, and the policy result.This thesis have following findings:(1)only by interactions with other policy actors can organization influence the policy;(2) policy networks give actors strategic tools;(3) policy networks can help us better understanding the complex relationships between various actors. This research did some advice on how to increase the effectiveness of public participation to both government and NGOs. At the end of the thesis, it also did some reflection on the applicability of policy networks in China's political reality.As more interest confliction emerged during the transition period, this research investigate the applicability of policy networks in China by the case study of Nu Campaign, and how to involve more public participation to promote the democracy of public policy making.
