Research On Integration Policy Of Coal Resources In Shanxi

In China, Shanxi is a coal-rich province, where heavy chemical industry base, high pollution,high energy consumption of the traditional industrial economy is an important part of the nationaleconomy. As an important resource and energy base, it has made tremendous contributions for thelong-term national energy security and economic development. But the long-term high-intensityresource development resulted in the simplification of the mainstay industries, the severely damageof the ecological environment, the low level of resource utilization, the production safetyaccident-prone, the over-exploitation of the resource and other questions. The problem ofresource-based economic development has become increasingly prominent, which seriouslyrestricts the sustainable development of the economic and social development in Shanxi. Theimplementation of the integration of coal resources has become the only way to the development inthe coal industry. Therefore, how to develop and regulate the integration policy of coal resources, isnot only essential to the sustainable exploitation of coal resources and utilization, but also relates tothe development of the entire social and economic sustainable.This paper is based on the theory of Western Economics and the Industrial Economics, and asan entry point to the integration policy of coal industry. Through reviewing of the history of coalindustry policy in part of our country, and comparing with foreign coal policy, and our reality, toidentify the crux of current problems, and making relevant policy recommendations.Through research, the following points were draw:Firstly, due to the particularity of coal resources, some questions of resource-based economy,such as the simplification of the mainstay industries, the severely damage of the ecologicalenvironment, the low level of resource utilization, the production safety accident-prone, theover-exploitaction of the resource was caused in the development process. Therefore, Theimplementation of the integration of coal resources has become the only way to the development inthe coal industry.Secondly, for the integration policy of the coal resources in Shanxi, there are still someinadequacies in the process of integration of coal resources in Shanxi. More attention was paid tothe economic development, leading to a poor sense of the policy of the sustainable development.Thirdly, the paper argues that with the integration policy of coal resources in Shanxi someresults has been achieved in the increase of the production, the expand of the industrial scale, theimprovement of the labor productivity and other fields. But the content of the policy in the policy there are still shortcomings, and policy enforcement to be further improved.
