Since the CPC central committee clearly put forward research institutions transform in 1999, the development of application-oriented research institutions has achieved remarkable results. After more than ten years development, the scientific research activities of application-oriented research institutions gradually combine with market economy, and play an important role in promoting the national and regional economic development. However, some institutes also encountered a number of development obstacle, the legacy of transformation remained unresolved. As a traditional science and education developed provinces, the comparative advantage of Shan'xi have been or are disappearing. For in-depth analysis of the effectiveness of institutions and transformation problems, meanwhile, offer some reference for policy setting of the relevant government departments, this paper make research on the performance of 17 transformed institutes.First of all, this paper reviews the domestic and foreign relevant research, and then defines the meaning of relevant concepts and briefly describes the relevant theory. On this basis, this study deeply analysis the policy of the state and the Shaanxi provincial government on research institutes' transformation, the general development situation of application-oriented research institution in Shanxi is introduced. Thirdly, this study constructs the performance evaluation index system on the basis of theirs uniqueness compared normal enterprises and normal research institutes, as well as their targets and function orientation. At the end, this paper uses grey relational analysis conducts an empirical study on performance evaluation of 17 transformed research institutes of Shanxi, explains the evaluate results combining the questionnaire, and summarizes the common features of high performance institutes and the common problems faced by poor performance institutes. The main conclusions are:(1)According to two dimensions of research performance and operating performance, 17 research institutes can be divided into four types:double strength type, high research performance but weak operating performance, high operating performance but weak research performance, weak double weak type. (2)The common features of high performance institutes are:establishing a market-oriented management mechanism; pay great attention to the talents team construction; strive for project support, affording more funds for scientific research constructing technology innovation platform; actively conducting research combination.(3)The main issues that the poor performance institutes faced are:inadequate social security of employees; poor employee treatment; serious brain drain; Lack of funds; weak profit-seeking ability.
