Xi'an Urban And Rural Old-age Insurance Study

Xi'an is the pioneering city in the West Development program. However, facing the imbalance,multi-level development of China's market economy and social development and economic development of consistency, Xi'an develop in turbulent difficulties. In the urbanization process, how to be smoothly changing the dualization of social and economic will be a problem for Xi'an policy makers. Especially dual social security system, it is related to other reform measures put into practice.Based on the urban and rural endowment insurance of academic research, using the comparison research method and the combination of theory and empirical research method, the paper reviews the practice results of urban and rural endowment insurance at foreign and domestic. The third part analyses the endowment insurance status at home and abroad, and clarifies the reform targets about Xi'an endowment insurance system. The fourth part discuss the premise condition of Xi'an to establish the old-age security and facing the surrounding environment, and discusses the feasibility of its establishment. The fifth part discusses on the target system establishment principle, strategic steps, the system structure and other details, this paper provides a series of measures for the development of Xi'an endowment insurance system in rural and urban areas.
