High-tech industrial development and technological progress have a close relationship. This paper divided the high-tech industry development into output growth and structural change, and analysised their correlation to the technological progress from one-way influences and two-way reciprocity from 6 aspects, respectively. The paper had a creatively decomposition to measure the technical progress, improving the DEA method and first proposed the transformation of the semi-relative knowledge production function based on DEA and the multiplier model cycle models.This paper's creative Achievements:The paper extracted the effect of technological progress of scale to the effect of technological progress, and then decomposed it into pure output effect of technological progress and scale effects; designed semi-relative knowledge transformation production function based on the DEA method and the relatively Knowledge of the concept of variable is introduced into the production function, these helped to overcome the traditional C-D production function and the lack of comparative knowledge of the production function defects;The technical progress and output growth in high-tech industry multiplier model were derived based on the multiplier theory and its 5 assumptions; proposed ideal multiplier and the actual multiplier technological advances made in high-tech industry in Beijing under different external force levels with or without time lags.The empirical results show that:Technological progress significantly affect the Hi-tech industry.Hi-tech industry output growth highlights the role of technological progress and is a source of high-tech industrial technology development, but its net output effect of technological progress is not coordinated to the ratio of scale,the efficiency of scale is low; technological progress affect the high-tech industry in structure obviously, especially in new products.The Development of high-tech industry has a strong effect to technological progress. Beijing high-tech industry output growth highlights the role of technological progress and is the source of high-tech industrial technology, but technology effectiveness fluctuats; new product development and its relative R&D expenditure has a positive effect on technological progress.High-tech industrial development and technological progress significantly affect each other.the Beijing high-tech industry output growth and technological progress are very significant interaction effects with or Without lags, especially the electronic communication equipment manufacturing industry,but the efficiency of the technology industry is low; the interactions between high-tech industries structural changes and technological progress are significant, no matter the change in time lags considered or not.
