| It is necessary to improve the services of urban water supply and sewage treatment for many developing countries and those countries which are experiencing economic transition.In some countries, governments did this job by themselves, while others have been seeking broad cooperation with the private partners.For a long time, the Chinese natural monopoly industries have been managed by Chinese government only. However, with these problems including the inadequacy of investment in infrastructure and public infrustration provision, arid enormous financial pressure, the public sector,as the sole provider of infrustructure, has been facing a challenge. Market oriented reform of infrustructure investment has been proved to be a trend in worldwide. Because two kinds of key resources can be obtained from the cooperation between the public sector and the private sector, advanced management experice and technique and private capital.In china, the construction and operation of sewage treatment facilities was started in 1950s.In the subsequent twenty years it has experienced a slow development. And with the help of the rapid economic development, erbanization and relevant laws, it steped in a rapid development in 1990s and got remarkable achievements. In this process, the contribution of the market can not be ignored. Nowadays, there are a few of specific modes in frustructure investment, such as BOT, TOT, BT and so on. Nevertheless with the enviroment friendly becoming a hot issue, recycle economy has been a new goal of the economy. And our government advocates vigorously to construct resource-saving and environment-friendly society. At the same time, people are likely to make more demands for their life. But the service of sewage treatment seems to be insufficient and the existing modes of investment are facing a dilemma that it is bad for the application of advanced technique and the reuse of reclaimed water. PIPP mode proposed in this article, as a new market-oriented mode of sewage treatment facilities, has its unique advantages-good cooperation among the parties involved can make great contribution to the application of advanced technique through its good dialogue system, and it can make the sewage to be resources. That is benefit not only to mitigate water pollution but also to the daily operation of sewage treatment facilities. Meanwhile, the partners in PIPP mode rely on each other to form a mutual constraint relationship, which provides a guarantee of a long time cooperation for them. Therefore, it has practical significance for solving the existing problems of sewage treatment facilities construction and operation to apply PIPP mode in this field.This article includes five chapters. The first one introduces the research background and significance of the topic, defines some concepts and generalize the lack of the article. The theoretical foundation and literature review are represented in the second one. The third one discusses the need and feasibility of market-oriented of sewage treatment in urban area. The first part represents three points:the development status of sewage treatment industry, the specific modes applied widely and the problems faced by specific patterns. While the second part includes the driven factors of sewage treatment market-oriented reform and the successful experience of foreign countries, including France, Britain, the United States and Germany. Based on the analysis above, the fourth chapter proposes a new market-oriented mode-PIPP, introduces its characteristics and the specific structure and compares the advantages and disadvantages of these modes, including PIPP, BOT and PPP. In the last part,some recommendations were made to the government and private enterprises to guarantee the application of PIPP mode in sewage treatment field, the former is mainly about the government role, policies and regulations,while the latter focuses on innovation and application of advanced technology and the improvement of company development model,which provides technology. |
