There is a rapid development in Land Resource Informationization these years. It is important to research how to improve the management of IT service and get the availability of IT resource to the maximum after infrastructure construction has been done.This paper introduces the basic theory of IT service management, then introduces the status of IT service of IT Center of CD Land Resource Management Bureau and summarizes the existing major service problems. Through Pareto chart analysis, process analysis and other analyses, make sure the key reason leading to major service problems. Since then, in reference to the best practice of IT service management, ITIL V2.0, use the ITIL process maturity analysis tool to analyze the ITIL process maturity of the Centre. Under the guidance of service process optimization direction, this paper designs process optimization programs respectively for the configuration management, incident management, problem management and change management. At last, it provides a roadmap to implement the process optimization, and a evaluation method to continuous improvement.This paper mainly researches IT Centre of CD Land Resource Management Bureau's process optimization practice. It describes how to combine IT service management best practices to implement optimization IT service management process of an IT Centre of government. The optimization method and process of IT service management process has practical significance for reference for domestic e-government development.
