China goverment issued a formal telecommunications restructuring plan in May,2008. China telecom, China mobile and China unicom all started the whole-business marketing, domestic communications industry into the most intense competition period. For China telecom, traditional fixed-line and PHS business is in a shrinking and declining period. Broadband asymmetric control policy will end in 2010, and it will expire in China mobile and powerful competitive pressure broadcasting. CDMA business is in its infancy, temporarily haven't form scale. Competitive advantage, stiffer will directly influence China telecom's cash flow for enterprise development. During this period, CD telecom company in marketing and development, also met with great challenges to the traditional marketing urgently needed reform the mode.Because the CD telecom company marketing mode has no vulgar for the requirements of the whole-business marketing period, therefore, need to change, gradually to accurately marketing transformation. Based on CD telecom's practical production and theory reserach, the paper constructs a new marketing system, making it accurated, routed and standarded.
