With the pace of reform and opening up advanced, free trade is promoting the rapid development of China's economy, but global warming and ozone layer depletion and other environmental issues become increasingly prominent, which caused widespread concern around the world. In December of 2009, Copenhagen Climate Conference, the 15th conference attended by UNFCCC, attended 192 countries or regions to discuss on a commitment to follow-up program of the Kyoto Protocol after the expiration, which means that Countries in the world hoped through international cooperation to solve or mitigate environmental problems.In the process of rapid economic development, our country has been exploring how to coordinate our international trade and environment relationship. Jiangsu and Zhejiang in China's economy with the more developed eastern coastal areas are the major trade provinces, but the way of export trade, the structure of commodities and the main aspects of exports are significantly different, at the same time, both are facing severe environmental problems. They locate in the Yangtze River Delta region, which has become one of the more serious environmental pollution regions. As a result I chose the comparative analysis of Jiangsu and Zhejiang provinces on the environmental impact of export trade, which is great theoretical value and practical significance.In this paper, Based on the research of the literature, on the premise of understanding of the development trends of export trade and environmental pollution in Jiangsu and Zhejiang provinces , the author mainly chose the least squares estimation, econometric methods of empirical of vector autoregressive (VAR) and vector error correction model certificate (VEC), etc. and made some research on between export trade and the overall environmental loss , between export trade and a set of six kinds of specific industrial during 1991-2008 , the following conclusions:1. To establish a model of environmental effects of trade liberalization in Jiangsu and Zhejiang by least squares estimation, the author obtained the three variables of per capita GDP, export trade, the policy effects on the overall environmental impact of the loss was positive, structural effect and trade openness is not significant ; overall elasticity coefficient of Jiangsu is higher than Zhejiang, which shows that the environmental pollution loss of Jiangsu caused by free trade are higher than the loss of Zhejiang. At the same time, the economic interests of Jiangsu exports, which produced the environmental costs, are also higher than the Zhejiang .All the elasticity of the various economic factors in this model is less than one, which also shows that compared to non-export companies export enterprises in Jiangsu and Zhejiang is relatively strong environmental awareness.2. Using the VAR and VEC model, through the method of generalized impulse response function and the variance decomposition, the author analyzed the dynamic characteristics of the six kinds of industrial pollution indicators under the exporting growth influence. The empirical results tell us that the export industry does not result in the increase in industrial pollution, whereas in the later stage, export can even help to alleviate the growth in pollution in Zhejiang. While Jiangsu exports trade has led to increased pollution increases. If the environmental standards were relaxed or lax enforcement, the rate of exporting increase in Jiangsu would be less than Zhejiang.The paper also puts forward policy recommendations for the coordination of the exports trade and environment in Jiangsu and Zhejiang provinces.
