Research On Investment Control Of Hydropower Engineering Project Under The "static Control And Dynamic Management" Mode

With the further development of the "Four Systems" which focuses on the government investment system and the legal person responsibility system for investment projects, the investment control in Hydropower Engineering Project has also made great progress. However there are still issues that need us to make further discussion on. One of the typical issues is that in the current investment control system, it is still using the static budget adjustment to manage the dynamic investment like the price difference and the interest incurred during construction, which leads to the phenomenon of "budget--over budget--adjust budget--over budget again--adjust budget again" and finally lead to the phenomenon of "Ultra-budget estimates, Budget Super-budget, Settlement over budget". The above issue got well solved in Three Gorges Hydropower Engineering Project, and the key is the implementation of the"static control and dynamic management". Based on the investment control practice in Three Gorges Hydropower Engineering Project, this thesis tries to form a scientific, reasonable and operative investment control system to guide the investment control in other large Hydropower Engineering Projects.Specifically, this thesis mainly focuses on three issues. Explore the theoretical root of the "static control and dynamic management"; reasonably evaluate the effect of execution budget and illustrate why it is reasonable to replace the design budget with the execution budget as the basis for investment control; based on the conclusion of the price index compile method in Three Gorges Hydropower Engineering Project, this thesis exhibit an example to show its reasonability and practicability.Towards the first issue, the thesis illustrates that we need combine the different characters of static system and dynamic system in investment control system. For the interior and the exterior control factors, we need to control the investment from the aspect of static setting control and dynamic follow-up control. Meanwhile, this thesis also takes this as the breakthrough point to explore the theoretical roots of static control and dynamic management.Toward the second issue, this thesis made analysis on the flaws of the design budget in guiding the investment control. Combining the common point and differences of the execute budget and design budget, this thesis illustrates the improvement of the above flaw using the execute budget. Meanwhile, in order to prove the scientificity and reasonability of the execute budget compile, this thesis applied the fuzzy evaluation method based on the AHP method. After investigating into the practical staff, this thesis made evaluation on the execute budget compiling results from the aspect of the influence on the investment control system. And the evaluation result proved its reasonability and scientificity.Toward the third issue, this thesis applied the literature investigation and empirical analysis method to conclude the basic index compiling method in Three Gorges Hydropower Engineering Project. Combining the practical examples of the project index compiling, this thesis illustrates the reasonability, scientificity and the operability of this compiling method.
