Now, with more and more international economic development, modern enterprises turn towards the direction of transnational forms. At the same transnational projects' number is growing. It is no longer a matter of rare that project implementation at the international level. Meanwhile, with social progress, human resources have become a kind of first and strategic resources. Thus, it's an important thing for human resource management that how to make full use of human resources, and to maintain the project itself and the environment become one systematically and harmoniously in cross-border project. In this paper, we will synthesize the ecological systems theory and transnational projects'human resources development and management, and integrate quantitative research and qualitative research to discussion the relationships between various factors of transnational projects, and the relationships between various factors of transnational projects both inside and outside. Then we modify them through empirical, and build three ecosystem models which are the S-type, O-type and M-type. It is used to provide theoretical support for transnational projects human resources and its adaptation to the ecological environment, and to offer new ideas for the development and management of human resources in projects.The paper is divided into three parts. They are study on the background paper, construction of model theory and empirical study. At first, background research introduces the research background and significance, defining the relevant concepts, the main research content and frameworks. Then after introducing the theory of ecological system and cross-border projects, we summarize the key components of internal and external of HRE and build three theoretical models through theoretical analysis. At last, in the empirical research part, we prepare a questionnaire, examine the actual project participants, synthesis and analysis of inspection results and summed up the actual model of the human resources of ecosystem by comparing with the theoretical model and modify them.
