In the era of knowledge economy, intellectual property rights highlight the important and unprecedented position, as the core strategic resources of improving the competitiveness of enterprise or even a state. As the general sense of the works, the state enacted a series of laws and regulations for their protection, but for the folk arts and cultural protection of intellectual property rights,our country have not yet introduced a corresponding laws and regulations, particularly for the folk crafts which are highly vulnerable to imitate.In 2006, the number and value of tourism in Yunnan Province have made a record, reaching more than 7,900 million people, and the output value 49.978 billion Yuan, and the total spending of tourists shopping for 12.5 billion Yuan, while only 158 Yuan per capita consumption. The domestic tourists buy handicrafts per capita tourism spending less than 10 Yuan, overseas visitors and the average only 50Yuan from top to bottom. This reveals that there is still a big problem in Yunnan folk crafts industry, but also has great profit margins.
