May 24th 2008,Ministry of Industry and Information Technology of the People's Republic of China, National Development and Reform Commission and Ministry of Finance of People's Republic of China released the announcement of telecommunications system reform. Then the reform of China Telecom Enterprise started. The six big telecom enterprises in china had been reformed in three. In this new condition, how to get first in competition and how to improve the Core Competence are new questions for all new telecom enterprise. Outsourcing can be a short cut.This dissertation expatiates on the important meaning of Outsourcing for telecom enterprise in the new telecom market. Outsourcing is a business trend of international telecom enterprise. The study on decision in Outsourcing is divided into four sections: outsourcing decision-making, risk control, performance evaluation and case study. The main works are as follows:First, the Outsourcing decision-making is the most important step for successful Outsourcing. Good Outsourcing decision-making can help enterprise quickly improving its Core Competence and market share and help enterprise to surpass the competition; Bad Outsourcing decision-making can make enterprise to lost its Core Competence and be eliminated in the market competition. How to distinguish the Core Work of the telecom enterprise? How to have an analysis of SWOT on Outsourcing? How to make a cost-benefit analysis on Outsourcing? How to choose a right Outsourcing service provider? This dissertation discusses all topics above in the section of Outsourcing decision-making and gives the method of finding out the Core Competence of telecom enterprise and the method of Outsourcing decision-making flow. Second, the Outsourcing gives the telecom enterprise not only the opportunity but also extra risks. This dissertation expatiates on the risk of the Outsourcing decision-making and the Outsourcing operation phase and the exit phase of Outsourcing service provider. Then the advices how to deal with these risks is given.Third, this dissertation discusses the theories and viewpoints of the Outsourcing performance evaluation. Because today there is no uniform theory on Outsourcing performance evaluation, this dissertation give some advices and guide lines to help the telecom enterprise building the Outsourcing performance evaluation system themselves according to their actually situation.At last, this dissertation discusses the case of the Broad Band network operation and maintenance Outsourcing in Qingdao Unicom. Outsourcing in Qingdao Unicom has given many achievements and helped Qingdao Unicom to gain mostly Broad Band network market share. But there were many problems been left behind also. This case can make good reference for the telecom enterprise which wants to start the Outsourcing.
