Research On The Decision-Making Of Enterprise It Outsourcing

With the coming of information network age, IT outsourcing has gained fast and great development in China these years. Meanwhile, as the result of the complexities and risks of IT outsourcing, it is becoming more and more difficult for corporations to make decisions on IT outsourcing and implement IT outsourcing. So researches on IT outsourcing are comparatively urgent and have comparatively strong practical meanings. In the research of IT outsourcing, the research of decision-making is more important. By studying the decision-making method of enterprise IT outsourcing, create a system of operable theory and methods. It not only has important practical meaning to success for enterprise IT outsourcing and management and development of corporation, but also can accelerate the IT development of our society.This paper pays more attention to the research on the decision-making of enterprise IT outsourcing and it includes three parts: the decision-making flow, the outsourcing objects and the extent outsourced, and the IT outsourcing service providers.When choosing the outsourcing objects, this paper firstly analyzes the strategy of IT outsourcing, then the factors that influence the choice of the strategy of IT outsourcing. Based on this, making use of the AHP method by Satty, this paper sets up a decision model that enterprises choose the objects of IT outsourcing. Finally, this paper applies above theories and methods to the decision- making for one group enterprise IT outsourcing. This offers reference case to the practice for enterprise IT outsourcing.When selecting the IT service providers, this paper firstly discusses the basic principle and common methods of selecting IT service provider, and then thinks that we can apply the Fuzzy Comprehensive Evaluation (FCE) method to the selection on IT service providers by analysis. This paper firstly establishes an index system on evaluating IT service providers, and then gives a fuzzy comprehensive evaluation model for the selection of IT service providers. In the last part of the decision-making on IT outsourcing, this paper discusses how to decide the relation between the enterprise and IT service provider.There are two main difficulties: The first one is choosing the outsourcing objects, and we can make use of the AHP method by Satty to choose the objects of IT outsourcing; the second one is selecting the IT service providers, and we can apply the Fuzzy Comprehensive Evaluation method to the selection on IT service providers by analysis.The innovations of this paper are reflected in the following two points: Firstly, an IT outsourcing decision-making model was built for enterprises. Secondly, a qualitative associated with quantitive IT outsourcing decision method for enterprises is brought forward, and it is based on the IT outsourcing decision-making model mentioned in the first innovation point.
