With the development of the 3G services, the competition among the telecom operators becomes increasingly fierce. In the process of the market expansion, how to develop new customers and reduce the loss of the old customers is the most marketing tasks. For a long time, the telecom operators carry promotion policy through the gift to encourage customers to network and payment, to enhance user loyalty, consumer ARPU value, while increasing the constraints and the risk of default between operators and customers. This paper aims to solve the problems such as the current bills in circulation, the monitor and manage of the grass-root activities in the artificial audit of operational level, the lost, damaged and the irrational distribution outlets in the transfer of the gift. Based on J2EE technology platform, we establish a system to monitor gift issued and inventory using information technology. By this way, we can improve staff motivation, develop new customers and keep old customers effectively, and arrange the next work by the real condition of the gift promotions.The project is aimed to build a set of gift management system targeted at the issues mentioned above. This system has the function including the administrator right levers, real time monitoring the distribution, inventory information and the distribution of gifts between departments at all levels; besides, the system can also set the different level of the gift according to the customer's past consumption conditions to give the customers further care and by this way to improve customer's loyalty at all levels. In the process of promotions under the distribution, the system can use the real data such as the growth rate of the new customers, the off-net rates of the old customers and ARPU value fluctuations to analyze the actual effect of promotional activities, to manage and guide the operators in promotions of time, manner and intensity.We have solved the key issues as flows in the development process:1. Gift management. We establish the three management structure, and the administrator, the supervisor and the terminal person share with different permissions. Managers and supervisors are responsible for overseeing the use of gift distribution and inventory to determine the allocation of resources between all levels of the terminal and the next promotion efforts. 2. Customer information maintenance. The system gets the customers consumer information by the operation of the directly connection with the toll collection system. According to self-condition such as their consumption, unit condition, personal factors, the system build their influence model and assign the gifts meeting their levels automatically by the model data, so that make the different customer retention efforts maximized.3. The analysis of the gift release. After the activity, the system can generate the reports to all levels, and these reports contains such as the gift ARPU release fluctuations of the customers, the off-net rate of the old customers, to guide the next steps under the circumstances.
