With the levee project playing an increasingly important role in flood control system, the safe operation of levee project is being levee management's attention. In order to achieve the basic data and operational data sharingly, we can carry out research and development work of levee operation management system, so that levee management can grasp operating conditions timely and accurately, it can provide the necessary protection for the flood control and daily operation and management.In the light of daily management and decision-making and other practical business, a detailed analysis of the user's demand was made. According to the management information system development programs and related technologies, made a reasonable technical line choices. The system used a J2EE layered architecture, built a better system overall framework, the system's robustness and scalability were better, protected existing investments, improved development efficiency. Low on how to improve development efficiency and system reusability, the system adopted the MVC design pattern, the application logic, processes, and display logic were separated, hierarchical processing systems business, a clear hierarchy, in order to provide a good team conditions, and improve the system's flexibility, reusability and maintenance and scalability. At the same time, the system as a levee project management information system subsystems, used a unified authentication and access control technology, through the MD5 algorithm and Session technology to achieve the system's single sign-on of the various isolated systems in the application layer and data layer are integrated together, made the various sub-systems can effectively exchange information and collaborate efficiently and improve greatly the work efficiency of levee management, reduced efficiently duplication of investment.The dangerous project and dangerous section which was the typical functional module of levee operation management system was described in detail, analyzed in depth the system functional requirements, data requirements, business process design, database design, etc., focused on design of the system and implementation of functional modules such as data reporting, information query, generate reports, audit management and so on. Meanwhile, with the analysis of the system's user requirements, the system achieved the system's user rights management by the method of role-based access control.
