With the development of digital video, video format conversion has become a key technology in the related field. Video format conversion is made up de-interlacing, size transformation and frame rate conversion. Frame rate up conversion algorithm is the third part of video format conversion, it is also known as time domain interpolation, that is primarily used to achieve the conversion between different frame rate. On the basis of existing frame rate up conversion technology, combined with the bi-directional motion estimation algorithm, we propose a new algorithm.(1) This paper use the enhanced predictive zonal search algorithm and the bi-direction motion estimation as the motion estimation algorithm. This algorithm which has the advantage of the fast speed and high precision, can achieve more precision motion vector field.(2) This paper describes an image interpolation method, All Phase DCT interpolation algorithm, and compares the algorithm with nearest neighborhood interpolation, linear interpolation and cubic convolution interpolation. The experimental results show that APDCT interpolation algorithm has high performance.(3) Improved Multi-stage Motion Vector Processing algorithm. We improve the MMVP algorithm, so that it can be applied to frame rate up conversion algorithm. This algorithm can achieve more precision motion vector field, preserve the whole structure of the motion object. The experimental results show that the proposed scheme has better visual quality.
