These issues embodied in management functions overlap, business segmentation; business processes is not clear that the lack of closed-loop governance; IT control mechanisms does not sound, lack of effective control measures; the lack of long-term planning IT construction, system construction everywhere emergency; information sharing could not be fully isolated phenomena remain serious; core system scalability, difference, product life cycle too short, and so on.
