With the development of information technology, enterprises gradually set up their IT structure with multi-application and multi-service, which plays significant role in informationization construction. However, each information system is applied in an administration direction, having its corresponding users, technology structures and authority limits, which, restricts the sharing and exchange of information, forming separate information islands. In addition, the users play different roles (function) in each system, so they have to operate different systems, but it is difficult to handle all the information and operations comprehensively, which limits the efficiency of the information systems. Therefore, an applicable and efficient identification system is a supporting platform for the information portal. In this context, China Telecom proposes an integrated identification UDB system (User Database, abbr. UDB), which is the fundamental network element for the realization of integrated identification for China Telecom application layer. This system completes the group storage and management of the basic information of users, and provides functions such as integrated identification, single-point registration and operation management for the surrounding systems. Besides, it serves for the identification and administration of user accounts of all the operational platforms. The users do not need to re-register when they visit other websites, because their identifications have been already verified.This essay deeply analyses the demands of UDB system, which based on the SOA theory. Secondly, it plans and designs the general structure and functional modules of the system, as well as describes the effects of each functional module. Finally, it introduces the technical realization scheme, and defines the realization procedures of information management module, code management module, SSO module, identification module, and self-service module, such as the integrated identification for e-customer service center, WAP,10000 line, and self-service terminals.UDB system is not only the fundamental network element for the realization of integrated identification for China Telecom application layer, but also a basic platform effectively supporting the accounts operation of China Telecom. The system follows the principles of openness, security & reliability, advancement, high-performance, practicability, maintainability, and extendibility. The system construction is based on the openness standard in information industry, including various networking protocols, hardware interfaces, and database interfaces, which performs well in inter-operation. Following concise, easy-operating, and unified-style Chinese client interface, the system provides the functions of maintenance, management and real-time monitoring, so as to simplify the application and maintenance of the systems. The separate business systems are integrated into a comprehensive service platform with unified accounts through UDB system; as a result, it helps improve the service quality and customer perception. In the end, this essay introduces the system tests, illustrating the testing examples and the testing results of the major functional modules.
