Against the existing deficiency of the protection alert and remote controlling system based on PSTN, this paper develops a new intelligent protection alert and remote controlling system based on SCM, which is connected to the Internet, possesses the function of video monitoring and is debugged by the universal implement.This paper briefly introduces video coding series based on various transmission networks and compares realization of protocol in accordance with ITU-T H.324 base on PSTN. Moreover, a remote video monitor system is put forward, in which DSP base is adopted and the center of which is based on PC and the terminal is based on the improved H.263 coding.This paper introduces SAA7111and TMS320VC33 the main features,the basic principles and the pin functions are given of its application to connect and a video image acquisition subsystem of the application structure map.And this paper introduces the encoding and decoding of JPEG and the specific realization of program on vc platform.This paper introduces the design of the video supervising system's software based on PSTN (Public Switched Telephone Network). The paper introduces the key issues about hardware configuration and software designation of the system. The system's softwore is the second—round development of the supervising sofiware of the video transmission ontroller. In addition to receive and record the pictures of the supervising site, this system is mainly used to implement the rotation of the remote CCD camera's tripod head through the computer's control.In order to implement such a function,the key is to send the command and data correctly via parallel or serial ports according to the data protocol provided by the decoder.
