The traditional Teaching Resources Management Systems are limitations on the description and acquistion of distributed heterogeneous knowledge, leading to the limitations, passive and blindness as selecting course. So, Ontology and Ontology-related technology have been introduced into the Teaching Resources Management System, for describing and acquiring knowledge of the distributed heterogeneous information on the Semantic Web.Under the premise of introducting the key technologies of the Semantic Web and ontology, according to construction rule of Ontology, domain ontology knowledge base of teaching resources management has been built with the help of experts in the field, by using OWL Ontology Description Language and Protege Ontology Construction Tools for describing the concepts, the properties and the relations in the Teaching Domain. And then, based on the existed algorithm, a new algorithm of Concept Similarity combining Semantic Similarity and Semantic Relativity has been proposed for calculating the distance between the words. At the same time, Jena API interface has been used for doing sematic analysis of the input information of students and searching similar courses in Domain Ontology Knowledge Base for student choosing by using the new algorithm of Concept Similarity.Based on building the Ontology Base, the system has been completed by studying the building principles, work processes and development methods of Teaching Resources Management System. Although some features of the system need further improvement, it very useful to research the key knowledge of Teaching Resources Management System.
