The last few decades have witnessed the rise of English from its position as an international language. English has become an obligatory tool for communication among all the people across the globe. Moreover, with the fast development of China's modernization and business transactions around the world, especially China's opening-up to the outside world and advent of the WTO, people come to realize the importance of oral English. China needs greatly thousands of people with a good command of English, being capable of speaking English fluently. Furthermore, it is a vehicle for social solidarity, for social ranking, for professional advancement and for business. It is also the demand of the society to train secondary vocational school students' good oral English competence. So helping them speak English fluently is a rather urgent necessity. However, current situation is far beyond satisfaction. Most of Chinese secondary vocational school students are poor at oral English, unwilling, even unable to express themselves in simple English even after they have studied English for many years. We feel sad about our time-consuming and inefficient English language teaching. The purpose of English language teaching is not to teach students for exams but to enable students to communicate effectively. So it's high time we made a transformation in current English language teaching approaches in Chinese secondary vocational schools so as to enhance students' oral English competence.In this paper, the author tries to investigate current situation of English language teaching and learning in Chinese secondary vocational schools, analyze why the students are poor at oral English competence and try to work out some feasible solutions to improve their oral English competence by oral English strategy instruction based on listening and speaking skills. Moreover, by making an experiment with appropriate strategies, the author expounds that oral English strategy instruction based on listening and speaking skills can enhance students' oral English competence. According to the results and analyses of the experiment, the paper draws a conclusion that oral English strategy instruction based on listening and speaking skills is an effective English language teaching approach to improving Chinese secondary vocational school students'oral English competence.
