In recent years, the reform of the university personnel management has achieved some success, but because our personnel management has not yet been fundamentally seperated from the planned economic system. Our personnel management is still a static, closed management model. There exist some drawbacks. For example, personnel construction in the university is faced with many new problems and new challenges. To keep abreast of social, political, economic system transformation, we desperately need teacher management reform to meet the challenges of the new century imposed by knowledge-based economy, and to train high-quality talents to let them play a leading role in science and technology.In this paper, the writter tries to analyze the defects in the structure of China's university personnel, and explore the causes of the personnel management model. We think that our pace of reform is not only significantly slow, but also not completely get rid of the static and closed management style. Our exploration and innovation for the personnel management model is fatigue and healthy, effective and competitively incentive mechanism for the flow of human resource is still under construction.On the other hand, by comparison with the United States and other developed countries, the paper analyzes the structure of college personnel and the different management models of our universities and foreign universities, and summarize the successful experiences of the foreign university personnel management, so as to learn something from their experiences to improve the university personnel construction.This paper argues that in order to achieve efficient and sustainable development, we should transform the traditional personnel management into modern human resource management and strengthen the awareness of "Human resources are the primary resources". From the perspective of human resource management, we should scientifically construct the university socialization management model in order to truly deepen the reform of colleges and universities to improve operating efficiency.In the end, the writter uses Fujian Normal University as a case to research the pattern and practice of specific reforms with a perspective view, and put forward specific measures to remove the defects in the personnel management. Through specific analysis, this paper tries to do some useful explorations to enhance the university personnel management.
