Research On The Construction Of Inner-part Democracy Of The Communist Party Of China

Inner-party democracy is the life of the party, which refers to that all party members have the equal rights to decide or deal with all matters directly or indirectly. For the Communist Party of China, the development of inner-party democracy is a key to promote the development of political system in China; as for the history logic of the development of Chinese political system, the Communist Party of China promoting the development of inner-party democracy has become inner power to develop the China's political system. China's political system,the internal democracy of the Communist Party of china and the trend of expand of the demand of public participation in the process of social transformation have decide that the building of inner-party democracy is the foundation and key of the development of the Communist Party of China political system.This article firstly reviews the development of the connotation of the two concepts "democracy" and "inner-party democracy" with Marxist perspective, majorly studies the discussions and understandings of the concepts from Marx, Engels, Lenin. On this basis, this paper defined "democracy" and "inner-party democracy" clearly.This article reviews the long-term pursuit and unremitting exploration of inner-party democracy in our practices and theories further from the Communist Party of China and domestic academic levels. Since 1937, Mao Zedong official use of "inner-party democracy" concept, a number of party and state leaders have reiterated the significance of inner-party democracy, stressed the need for inner-party democracy on various occasions.Based on the current situation of inner-party democracy, this article gives its own policy recommendations to strengthen the building of inner-party democracy from improvement of the construction of related systems and effective protect of the democratic rights of Party members in the party.On improving relevant institutions of the construction of inner-party democracy, it mainly concerns the following:First, it should improve the party's congress system. Second, reform and improve the inner-party election system. Third, perfect the supervision system of inner-party democracy. Fourth, improve the system of inner-party briefing, the situation reflecting and the system for comments for the major decision-making. Fifth, improve the system of collective leadership in order to protect the democratic rights of members of the party.This paper, which takes Deng Xiaoping Theory and "Three Represents" as guidance, implements the spirit of the 17th Party Congress, from the actual situation in China, focusing on specific issues of the development of inner-party democracy, conducts a more in-depth on the theory and practice analysis to explore new ways and methods to strengthen the construction of inner-party democratic system and to protect the democratic rights of party members and new ideas, to make the structure and function of inner-party democracy more scientific and rational, to make inner-party democratic system more standardized and effective, in order to further open up the building of inner-party democracy a new situation.
