Analysis And Evaluation On Function Of Regional Innovation Culture: Taking The Case Of Jinan Province

As the diversification and globalization of our economic development, there are some different levels and culture in regions. The innovation culture contained in the region is one of the innovation development conditions, which provides an innovation atmosphere to direct the way how to meet the challenge and competition, then form a specific manner owned by this region. Innovation culture is an innovation encouraged culture, and the view and moral principle which are propitious to innovation activities. It gives people sense of belonging, and virtuous cycle of'ecosystem'. The typical regional innovation systems such as Silicon Valley and American 128 roads have their own innovation culture, and our innovational region such as Wenzhou mode also has made great achievement. Compared with those different cultures to find out the universality and individuality, then combined with the situation in our country to direct the way of other regional development. It plays a significant role in our economic development.Innovation culture contains three levels: the spirited level, the systematic level, and the materialized, external form and carrier."Innovation culture is the atmosphere which is good for innovation activities. It is a group relative to the whole value rules, and sum of the innovation ideas and other relative forms", indicated by Academia Sinica in constructive gardens of innovation culture.Regional innovation culture is defined as an innovation atmosphere and the individual sense of worth which is based on the regional culture, the systematic arrangement of regional innovation system, and cultural summation of regional industrial clusters. Regional innovation system is defined as the innovation supporting system which composed by the production, fluxion, diffusion and application of knowledge and technology in the specific region (concluded by Yang Wei). Innovation culture is the production of the times, and shows new performance along with the development of new times, changes of regions and policies of countries. So the innovation culture is keeping up with the times, and the result is giving arise to the transformation of entrepreneur's idea and innovation of economic technology.There are four parts in regional innovation system: government, university and scientific research institution, intermediary institution, and enterprises. Innovation culture takes effect through these parts, which enhances the innovation conception by the spirited level, rules the direction by the systematic level, and shows the process and result by the external form and carrier. So the regional innovation culture is the inner driven power to sustain the rapid development of the region.This paper showed the action mechanism and affection of regional innovation culture to the government, university and scientific research institution, intermediary institution, and enterprises through analyzing the conception of innovation culture and regional innovation system, demonstration and data specification, clarified the communicate function, and concluded the system of evaluation of regional innovation culture, then integrated theory with practice of Shandong province.
