The thirty-year's reform and opening up has brought the unprecedented opportunities for China's rapid development. China has made great achievements in all aspects such as economy, international status, culture exchanges and the like. Meanwhile, China's comprehensive national strength and its status in the world are increasingly rising. China has played an increasingly important role in handling international affairs. Therefore, the communication and exchange between China and the outside world have become more frequent and diverse. The exchange and cooperation at different levels and in many fields have been carried out. China has gradually become the focus that is more concerned by the rest of the world. It is true that the foreigners are eager to know more about China's development and its current situation. The Government Work Report (hereinafter referred to as GWR), as a formal and authoritative political document, reviewing the work and achievements of the government, at the same time, proposing and drawing up the policies, guideline and blueprint for China's future development, undoubtedly is the most authentic and reliable information source that the rest of the world can obtain. Accordingly, the translation of GWR has become vital. Naturally, the translation quality of the report has directly affected the target readers'accurate comprehensibility to the source text. Objectively speaking, in recent years, some scholars and translators have conducted some related study on the report translation, but it is not systematic and exhaustible enough. In light of this actual situation, within the framework of functional translation theory, the present author has researched on the report translation version systematically and in detail on the basis of the English version of the 2010 GWR, attempting to seek the appropriate translation strategies and techniques to the GWR as well as political document translation. When translating, the translator should accurately decide on the translation strategies and devices, and employ the techniques correctly in order to make the translated text intelligible and reliable and conform to the expression conventions of English-speaking people. Only by doing this can the qualified translation text be reproduced and the intended expression function be achieved. As a result, the translator will have fulfilled the task to build the bridge for the communication and cooperation between China and the outside world, which conduces to the further development of the socialist modernization construction with Chinese characteristics.This thesis mainly falls into five parts besides the conclusion. The first part is introduction which briefly introduces the theme of the paper and the research subject. The second part elaborates the functional translation theory in order to make the readers comprehend the translation theory comprehensively. Meanwhile, it deals with the text types and its function, and the application of function translation theory in the report is also included in this part. The third part mainly illustrates the features of the government work report such as language styles, its content, its function, its text type analysis, and some rhetorical devices in the GWR, aiming to lay a good foundation for the translator to accurately decide on the translation strategies and correctly use the translation devices and techniques. The fourth part mainly discusses the interference factors affecting the translation of the report. The main differences between Chinese and English are analyzed specifically at the level of the linguistic characteristics, syntactic structure, and culture discrepancy and so on. The fifth part focuses on exploring the translation strategies and techniques based on the typical examples of the 2010 GWR in order to seek and summarize the basic law for translating the report within the framework of functionalism. Finally, in the conclusion part, the related helpful translation solutions to address rendition of the GWR are summed up in order to reproduce the desired translated texts. In addition, the inevitable limitations of this thesis are briefly discussed.
