A Research On The Development Of Health Agency Organizations

Since the late 20th century, there has been a worldwide boom in the development of all kinds of agency organizations. As the new main body of current public administration, they have shown their advantages in promoting social development and meeting people's public needs. Agency organizations in our country followed the trend, playing a positive role in many social fields, including environmental protection, education, development of rural area, health service, and the protection of women and children. Especially in the few years, aiming at "minimizing the function of the government in public administration, and maximizing that of the society", the Chinese government has carried out a series of structural reforms and functional transfer, which means that the government withdraws from the position of direct control and transfers the concrete tasks to other organizations or sections. As a result, the social needs arise, and the correspondent resources are provided, both of which are extraordinarily good opportunity for he development of agency organizations.Taking medical and health at different levels as the main body, the health industry in Shanghai is developing rapidly, and this provides a fair environment for the growth of health agency organizations.The health agency organizations not only shoulder the task of public administration entrusted by the government, share part of the government responsibilities, but also promote social justice and stability.They maintain the common interest of the industry, launch cooperative communication, develop trade self-discipline, and to some extent, they help to calm down the vicious competition that may exist in the health care market and solve some of the newly-developed problems to lessen the pressure of the government. In a word, agency organizations are playing a more and more important role in the public health service. But at the same time, some negative factors form the obstacle for their further development. The incomplete law system, the not-so-clear relationship with the government, the unreasonable fund sources and their incapability are such factors, to list only a few. Therefore, an exploration on how to help health agency organizations work better is practically important in pushing the health care industry forward.The present article first explains some concepts and characteristics related to nonprofit organizations.The explanations on the theory of the existence of non-profitable organizations and pluralistic administration of public affairs make it clear that there is the necessity for agency organizations to exist and develop in our country. Then based on the analysis of the environment, status and features of agency organizations in health industry in Shanghai today, the article points out the problems concerning their self-construction and administrative policies and still the deeper-lying causes that may limit their further development. Toward the end of the article, the author suggests the basic way of thought to help health agencies function better and some correspondent strategies.
