Influence Factors Of The Pharmaceutical Expenditure And The Control Mechanism

The rapidly rising of pharmaceutical expenditure is a difficult problem of all the countries in the world. In China,"Medical treatment is difficult and expensive"is the important problem. Pharmaceutical expenditure is the important part of medical expenditure. Pharmaceutical expenditure per capita ratio of medical expenditure is separately 50.5% and 43.9% of outpatient and inpatient. There are some rational reasons of the rising of pharmaceutical expenditure, for example, the development of the economics, Changes in disease spectrum, population aging, the development of medical technology. But, the unrealistically high drug prices and medical support to drug are the unreasonable factors of the rising of pharmaceutical expenditure. Effective control of pharmaceutical expenditure can make the efficient allocation of the health resources; can reduce the burden on the government and individuals,which also has important significance and necessity.This study analyzed the situation of the pharmaceutical expenditure nowadays, through the survey of the electronic prescription of hypertensive patients; we can find effective control of pharmaceutical expenditure is not only for the price, it should taking the interests of the groups into account, find the incentive and restraint mechanisms of relating groups is the key of control of pharmaceutical expenditure. The study accorded the principles of economic theory to guide policy making and implementation, referred advanced policies of controlling pharmaceutical expenditure, found the model of controlling pharmaceutical expenditure. The study concludes with the relating policy recommendations, to consummate mechanism of compensation of the hospitals, the medical insurance system, the national essential drug system, besides, regulate the relating groups with relevant policies and norms, to control the unreasonable rising of pharmaceutical expenditure.
