Disease Control And Prevention Funding Mechanism

Objective: Disease control and prevention is a social commonweal undertaking in our country, the Government allocate full funds to the organization for disease control and prevention. Along with the development of society and the increasing demands of public health prevention, the traditional mode of funds allocating for disease control and prevention is becoming inadaptable to the requirement of the current hygiene system reform more and more. This research aims at analyzing the status quo deeply of funds allocating for disease control and prevention in our country and the situation of financing and expenditure of the organization for disease control and prevention, thereby to grope for the funds allocating mechanism to adapt for the development of current undertaking of disease control and prevention in our country, and to provide decision-making foundation and policy suggestions for the department which is in charge of the disease control and prevention.Methods: This research uses the method of apportionment to count the cost of disease control and prevention step by step; to estimates the demands of expenditure of the organization for disease control and prevention through the cost and the services supply; finally, to brings forward a conceive of improving the present funds allocating mechanism of our country.Results: By investigating the situation of financing and expenditure of the organization for disease control and prevention, we not only know the fundamental status of financing and expenditure of the organization for disease control and prevention, but also summarize a method of estimating the demands of expenditure of the organization for disease control and prevention through the research of disease control and prevention service cost accounting, and provideuseful measures and foundation for the department which is in charge of the disease control and prevention to improve the present funds allocating mechanism.Conclusions: To heighten the efficiency of disease control and prevention service, to quicken the step of hygiene system reform and development, we should take some measures such as increasing the quantum of funds allocating for disease control and prevention, establishing and improving the methods system of disease control and prevention service cost accounting, developing item budget management to adapt for the requirement of our country's hygiene system reform, and also to ensure the development of public health undertaking in our country.
