Along with the development of society, the deepening of economy and political system reform, residential community plan has a profound transformation in both theory and practice. Because of the infection of social structure and implementation principal part, there is a good many conflict in residential community plan implementation. Impersonally feed back the circs of residential community plan implementation, will have an important significance to improve acquaintanceship of the residential plan system, regulate the residential community plan and management and strengthen the direction operation of plan to practice.The article recurs to the research progeny of administrative management, sociology, real estate exploration, and uses the research method of questionnaire investigation, interview and field investigation, does the research on some residential communities in Xi'an high-tech zone from the angle of urban planning and design, the contents are as follows:Firstly, conclude the interrelated theories and methods about the implementation and management of urban plan and residential community plan, as the academic basis;Secondly, generally introduces the present residential community construction of Xi'an high-tech zone, and choose ten residential communities as the research object, analyses construction detailed planning's differences between planning and implementation from qualitative and quantitative aspects;Thirdly, analyses that residential community plan how to be actualized on the influence of social structure and implementation principal part in Xi'an high-tech zone, and also analyses its'advantage and existing problems.The significance of urban plan is the implementation of the plan, none but through implementation, its' instructional function can be realized. Through the above research, the paper study on aim at the problems about residential community implementation in Xi'an high-tech zone, and then put forward some policies of ameliorating. In the residential community plan work we should use forward plan induction, establish new collaborative pattern between investor and designer, in the implementation and management of residential community plan work, we should spark plug human-oriented public participation and regulate the market operation of residential community development.
