In recent years, with the development of transportation construction and the strengthening of our comprehensive national power, correlation departments take high regards to preventive maintenance(PM)of highway. It is the core along the whole road maintenance system. Own to its unique view and advanced maintenance measures, PM has gained acceptance at some extent in actual applications. This paper mainly researched about how to select the most appropriate preventive measures, and classified and summerised the pavement preventive maintenance(PPM)treatments which are used frequently at home and abroad. Meanwhile, the advantages and the weaknesses of decision-making methods of PPM treatments have been summerised too.Gray target is part of the gray system theory, including gray assessment and gray decision-making theory. The subject is to set a gray target without standard mode, find the target center, make comparison between various modes and standard mode, and determine the assessment level at last. According to the basic theory of grey system and gray target analysis method, the gray target decision-making model was established and the computational method of it was introduced in detail. This model has been put into practice in a Tangjin highway and the best PPM treatment has been obtained. Its results is consistent with the results obtained by other approaches.The calculation is simple, fast and less computational. It is feasible and reasonable through the example verification. In a word, the gray target analysis method offers a new idea and an attempt. It also has some practical meaning in guiding the PM applications.
