Along with the developing of society and economy, Grade Highway traffic volume and traffic load has been increasing. So the maintenance of the Grade Highways that are already built is particularly important. Anyway, the idea "construction rather than maintenance" is popular. Annually, management investment by the managing department is not enough. One of the problems that maintenance decision-making department should solve is how to distribute the limited fond in a most reasonable way, so that the road condition can be maintained at a satisfying level and the economic profit can be maximized. Thus the scientific, rational and effective decision-making is the key to road maintenance.The asphalt pavement would gradually be destroyed by increased times of driving load.When the damage developed into a certain extent,corresponding measures should be taken to deal with this problem.During this process, the preventive maintenance seems to be especially important.It is a way that the maintenance work should be done before the structure of the highway pavement turns to be poor and the disease of asphalt pavement began to appear so as to stop development of highway disease;keep the readiness and flatness of highway;improve the quality of highway;extend the service life of the highway;delay overhaul period;reduce daily maintenance cost as well as reduce the life cost of highway. As a new concept and technology, it is being recognized and employed by highway management in china.The study on this technology in china starts relatively late.At present, the research mainly focuses on the technical level of the application of specific conservation, although there is no substantial progress in techniques of preventive maintenance and complete preventive maintenance system.There exist a big gap between China and other countries in the utility performance of PPM.On the basis of actual situation of Qinghai-Tibet highway (golmud-lhasa section),this paper summarizes the evaluation index system of PPM,improves the chose of indexes; introduces the specific application and engineering effect of various preventive maintenance measures; judges the usability of preventive maintenance measures combined with concrete highway diseases as well as the economy of preventive maintenance measures after the specific survey and this paper not only draws a conclusion that the gray prediction theory is optimal in this study but also discusses and improves the gray prediction theory basing on selecting the characteristics of prediction methods of common asphalt pavement performance.Finally,the paper takes history data of the treatment of the highway (golmud-lhasa section) pavement performance test as the foundation,the prediction model of gray prediction theory as the means to learn the laws of the decay of highway asphalt pavement of the concrete road of Qinghai-Tibet highway,to make the decision toward the group of asphalt pavements legal preventive maintenance and generate preventive maintenance decision table,and prove the feasibility of the methods to solve expressway asphalt pavement preventive maintenance through the quantitative research on the use of preventive maintenance decision table.
