| The high-technology strategy of the new city zone, as an important mean and development mode of high-tech zone's second venture, is arousing wide concerns now. The development features also change from initially focusing on high-tech industrial economy into high-quality economic growth and sustainable development.Existing domestic high-tech new city zone generally felt into a vicious circle situation that inadequate in popularity and commercial air. That is popularity inadequate induce that service facilities can not keep up with the economic development; the backward service facilities handicap the improvement of urban vitality and the gathering of popularity. The two restraint each other, then seriously affect the sustainable development of high-tech new city.Proceeding from the actual demand, although the domestic and foreign researches of high-tech new city have begun to take shape, with the empirical study as a starting point, it is affected by practical conditions and other factors.So broad applicability is difficult.This thesis follows the following logical deduction process to build structure:find the problem -analyze the problem - explore the root - formulate standards- demonstrate - propose solutions. By analyzing the main reasons that the high-tech new city felt into the difficult situation, grasping the core element of the interaction and inter-constraint between the population size and service facilities, I want to find out a set of planning approach of the high-tech new city zone's service facilities'land use that have some applicability, and can adjust with the situationBy analyzing minimum required supporting population size of various types of service facilities, especially non-public welfare service facilities, we will be able to obtain the minimum population size that can ensure the sustainable development of high-tech new city zone. Then via demonstration,normative reference and other methods, we can determine the site index of various types of service facilities, and get the land size of the public service facilities at last. As a demonstration, I conducted case analysis to Ecological and Technology Park in Changsha Lugu. Finally, the text proposed that the quantity of population size could be considered as boundary of different stages of high-tech new urban zone development. In the work of planning, considerate in parallel with land's phased development, I proposed phased development goals and strategic measures to ensure stable sustainable development of the high-tech new urban zone. |
