The development of city has its own laws,and need the guide of scientific planning.In any country or area,it inevitably can bring the expansion of city scale,an increase in the quantity of the city as well as enhancement of the urbanized level in industrialization and urbanized process. This kind of change in terms of both quality and quantity mainly displays in the metropolis space expansion, metropolis appearance and ecological environment renewal as well as an increase in urban population density.Complying with the trend that the elements spread to the suburb,the new towns are planned and constructed as the new urban communities,which are self-contained and balanced.The new towns are the results of the spread of the city zone's function,and are the centre of suburb's urbanization.Building the new towns complies with the trend of suburbanization,and is continuity and distillation of the strategy of small towns' development in our country.This article inquires about the new town's development origin by seeing through the influence of global urbanization on the future city. Taking the Hefei new town for example,it carries on the summary to its development phase and the spatial development by collecting, withdrawing and analyzing the space and time data of land utilization of the city and countryside. From the urban planning angle,it defines the definition and scope of new town, inquires about the new town's characteristic and the relationship between the new town and other material and non-material essential factor under the condition of village benefit and ecology protection. Meanwhile,it pursues one method to control the city which spread disorderly at present and to improve the quality of the city and countryside ecological environment.
