Water is one of the most valuable natural resources for human survival and development, and it is the limited alternative resources which can not be replaced by other resources. Water plays an extremely important role and function in the urban development, and It is the preconditions of city's appearance, and also the decisive factor for urban sustained economic growth and capacity of population. Water resource should be regarded as the important content of the urban planning and urban construction. however, water resources can not be given enough attention in urban planning, especially the urban water's supporting capacity to urban population has not been fully recognized, which causes the scale of the development of some city does not adapt to water resources, and some other water problems, which restricts the development of the city, even brings negative impacts on the sustainable development of the city. With the social and economic development, expanding of the city scale, the increasing use of water in life, industry, agriculture, ecology, urban water supply becomes more nervous. The shortage of water resources has become the "bottleneck" for the sustainable economic and social development in many cities of China.This research, which is based on the thought of sustainable development, through the analyzing and referring to the experience and method of related theories at home and abroad, explores the rules of the relationship between water resources and the scale of cities. And discuss how to combine the overall urban planning and water resources situation to explore the sustainable development of urban. The main contents of this paper include:The first part provided the research background, reviewed the present research on urban scale at home and abroad. It illustrates the purpose and the significance of the study, the methodology and technology routes.The second part introduced the related concepts, connotations and features of water, overviewed the water utilization in china and the world, existing problems of water resources, and reflected the current problems.In the third part the concept of city scale and moderate scale are differentiated, then the author analyzed several restricted factors to the urban development scale, pointed out urban water resources in water-short regions is the key factor of urban development scale, and then put forward the theoretical basis: theory of "threshold", the principle of environmental supporting capacity, and the sustainable development theory.The fourth part introduced the general situation of zhengzhou city's water resources, economics, society firstly, and established grey forecasting model GM (1, 1), forecasted the main index of economic and social development of zhengzhou city. Use water system balance equation to plan the level of zhengzhou city's moderate population size. According to the situation of economic and social development, this paper puts forwards some specific countermeasures to city water pressure.The fifth part reviewed the key point and the innovation, and presupposed the research prospect of this project.The research results can provide a reference for sustainable development strategy of zhengzhou city. As for the shortage of water resources' sustainable utilization of urban areas, it has relatively practical significance and value of popularization.
