By the Theoretical and Practical Research of water resources planning at domestic and international and investigating the information on all aspects of the natural, social, economic as well as water resource especially the past water-saving status in Yiwu City. Learned that Yiwu City facing the situation about a serious lack of water resource. This paper determine the water-saving planning program of water resource that base on the concept of sustainable development. The main contents of the study include the following aspects:(1) Elaborated the concept of sustainable development, the connotation of water resource planning, research progress in domestic and international on the water resource planning, the main research content and methods route, to providing a theoretical support for the research of the Yiwu City.(2) Through understanding the precipitation, run-off, water quality, reservoir engineering, water-saving and other conditions in the area within Yiwu City, it is easy to be found that the water structure of Yiwu City is not perfect, there is a lot of water-saving space. Then using principal component analysis to analyze the various factors which affect water demand in Yiwu City and the method of combining neural network and gray model to establish forecasting model conducted to predict the water resource in Yiwu City. From this we can predict the supply and demand of water resource in Yiwu City on the planning years, and make a balance evaluation about supply and demand.According to the water balance evaluation, we can see that to the years of2015and 2020, the supply and demand of water resource in Yiwu City has a serious imbalance. In2020, the water shortage rate will be reached to39%. We can see that the Yiwu City’s water resource will be a serious shortage.So the problem that how to use the limited water resources to advancing reasonable social and economic activities should be resolved as soon as possible.(3) Proposing the optimal allocation water-saving planning about water resources to against the water supply and demand situation, and then propose the water-saving measure for all aspects of the water sector which is the combination of social, economic, environmental ecological in program.According to the study, the following conclusions can be drawn:The water resources planning of regional involve the entire water resources system with highly comprehensive. The theoretical research and practical experience about the optimal allocation of water resources in domestic and international shows that optimizing allocation of water resources usually based on two primarily aims of the "open source" and "throttling". Wherefore, Yiwu City water resource planning can mainly in two-pronged approach:On the one hand, make use of water resources with the concept of sustainable within the region. On the other hand, for non-conventional water resources such as medium water, sewage doing as reasonable recycling, and we also should make full use of rainwater, transit water as much as possible. By combining of the two aspects, the Using of water resources in Yiwu City will have a considerable development prospects.
