| Highway serves as a crucial infrastructure for national economy and social development, as well as a means of public service offered for the society, whose construction, maintenance and management play an essential role in the national economy. Since the meeting held in Hefei in 1995 by the national ministry of traffics, a market-oriented reform on highway maintenance has been initiated which led to theoretical and practical achievements. Theoretically speaking, the law of highway and other regulations have been laid down, which can macro-adjust the highway maintenance and management system reform to meet the requirement of socialist market economy. In practice, many successful examples such as Shanghai pattern, Jilin pattern and Hubei pattern appeared in recent 10 years. However, how to frame a new operation system that can meet the requirement of market economy development and keep up with the status quo of highway maintenance and management in China, which shall be based on an organic integration of reform, development and stability and be in light with the guideline of"people centered"and"harmonic traffics", remains an issue to be further explored.Owing to the above reasons, this dissertation selects the topic"the study on the maintenance and management system reform of Sichuan highways"as its thesis and demonstrates it in four parts. Chapter 1 is the introductory part. Firstly, the argumentation motives, the practical significance, and the theoretical and innovational value of the dissertation is put forward in the form of theoretical summary. Secondly, the key concepts concerned in this dissertation will be clarified, and at last, the theories involved will be pointed out. Chapter 2 plays the role of theoretical support. It mainly deals with the main characteristics of administrative selection, the precondition of administrative selection-the freedom of will, freedom of society, as well as the outcome of administrative selection-the assuming of various responsibilities. Chapter 3 is the part that raises questions. This chapter will put forward and point out the essence of responsibility, the various types of responsibility, what kind of responsibility public administrators should shoulder, how the responsibility conflicts form and the detailed conflicts among different responsibilities. Chapter 4 is the part that analyzes questions. In this chapter, the reasons why responsibility conflicts come into existence will be analyzed in detail from both subjective and objective perspectives. The former mainly refers to public administrators''economic man'and'go with the stream'psychology while the latter mainly includes the influences of traditional political culture, traditional administrative regime, and the great disparity between modern and postmodern values. Chapter 5 is the most important part that solves problems. In this part, the line of reasoning adopted by public selection school will be followed, namely, my dissertation follows three steps-'Human Nature Hypotheses'-'Model construction'-'Detailed Measures'. More specifically, three different'Human Nature Hypotheses'will be first put forward and their significance will be pointed out so as to remedy the absence of logical precondition of'Two Controllable Means'and better understand this problem. Then based on these hypotheses, three models (internal, external, and non-controllable models) will be advanced to solve problems. At last, detailed measures within the framework of each model will be elaborated. |
