Restructuring of the electricity industry is to de-regulation. Introducing competition has become trend of restructuring in world. Congestion has become more and more serious with the transmission open access and exchange increase. Congestion segregates electricity market and weakens competition mechanism, which causes invalidation generating costs, and thus makes market less efficient. Congestion management is to design fair order, which is to cut exchange and re-dispatch, achieve optimization and security of electricity system, and conduct system progress with price.Three aspects have been discussed about congestion management:First, congestion management includes re-dispatch and cost proportion. Most of existing methods have been classified, analyzed and compared.Second, Generation jointly shift distribution factor (GJSDF) has been analyzed. It is important to congestion management. GJSDF no need to select balance node, which contain enrich information about congestion re-dispatch, and is more stabilization compare with traditional power transmission distribution factor. GJSDF reflects the flow change when two nodes change power inject under electricity system. So it is very practicable for congestion re-dispatch.Third, generator-load option has been induce to take part in congestion management under the pool pattern congestion management. This option enable generator and load to possess more agility without more expense, and have advantage to distribute resource rationally. The financial transmission right and flow gate right have been analyzed, and then the reformative transmission right has been brought forward under the bilateral pattern congestion management. The right owners acquire the priority right to be dispatch under range of the right's cost, and the excess part will accept dispatch equitably. This method is used to alleviate congestion effectually, activate generator take part in scheduling positively, and doesn't impact system manage economically. The congestion cost has been apportioned according to the congestion obligation of market participator, which based on network topological analyze.
