The quantity of urban road traffic accidents increases along with the development of road traffic cause. Road traffic accidents badly threaten the people's life and property. To improve the road safe level and reduce the traffic accidents, road traffic safety evaluation should be in the first place. We can evaluate the status of traffic safety, forecast the trend of traffic safety and provide scientific thereunder for the decision-making of traffic safety. So, the study of urban road traffic safety evaluation is of great value.In this paper, the status quo of urban road traffic safety and study results at home and abroad have been analyzed firstly. On this bases, the five factors which affect urban road traffic safety have been studied. Then, the author chose evaluation indexes and set up a comprehensive evaluation index system of urban road traffic safety. 1 one level index, 8 two level indexes and 67 three level indexes are included in the evaluation index system.Then, urban road traffic safety evaluation methods in existence are studied. The expert-evaluating and fuzzy mathematics method is applied to take an example. The example also makes use of the comprehensive evaluation index system of urban road traffic safety to estimate the road traffic safety level of ten cities in China in 2007.The outcome indicates that the comprehensive evaluation index system of urban road traffic safety can reflect the status quo of road traffic safety factually. The index system is a good supplement to the old index system and is of great extending value. Fuzzy comprehensive evaluation solves fuzzy and random problems preferably. It is fit for the urban road traffic safety evaluation.
