Evaluation On Casualties' Economic Losses Of Road Traffic Accident

Road traffic accident not only hangs over people's life, but also results in tremendous economic losses. It is pivotal to determine road traffic accident economic losses rationally that how to quantify potential losses. Now, there is few quantified study on road traffic accident economic losses in China, so it has important theoretical meanings and practical values. On the basis of former research fruits, this paper analyzes the composition and partition of road traffic accident economic losses and studies on the analyzation and evaluation of road traffic accident casualties' direct and indirect economic losses.Firstly, this paper mainly deals with the necessity and urgency of evaluating road traffic accident losses in China, systemically analyzes the current situation of evaluation on road traffic accident economic losses in the world, and establishes the main research contents of evaluation on casualties' economic losses of road traffic accidents. Then the paper also introduces the fundamental theory of evaluating road traffic accident economic losses and the definition of relative coefficients.Secondly, on the basis of analyzing on composition and partition approach of road traffic accident economic losses, the composition and partition mode of road traffic accident economic losses fit to our country's characteristics is presented. Then the composition and partition of road traffic accident direct and indirect economic losses are analyzed, and the definition and partition of each economic loss are given.Thirdly, it is put forward that the evaluation index system and general measurement model of road traffic accident direct economic losses. According to this model, it is analyzed and evaluated that road traffic accident casualties' direct economic loss. Then the calculation method of death personnel direct economic losses and injured personnel direct economic losses is presented.Fourthly, it is put forward that the evaluation index system and general measurement model of road traffic accident indirect economic losses. According to this model, it is analyzed and evaluated that road traffic accident casualties' indirect economic loss. Then it is presented that the calculation method of death personnel life value losses, injured personnel labor value losses, spirit losses of casualties' relations and labor value losses of casualties' relations. Finally, with a case study, the value of each evaluation index is calculated. Then, the ratio of casualties' indirect economic losses to direct economic losses is calculated. The conclusion is good for people to realize what causes tremendous economic losses and the danger extent of road traffic accident casualties, and good for traffic management departments to provide a reference for safety decision-making as well.
