IMO, the International beacon associations, relevant countries and regions,as well as management of marine navigational academic has maked Ship Collision Avoidance Rules and promulgated standards about Automatic Identification System , which provide important sharing mechanisms and technology for the unity of decision-making rules and the mutual recognition and Information sharing between the ships. However, in the current navigation, the driver involved in the risk estimates, collision avoidance decision-making recommendations, as well as parade boat,which caused a number of human-induced sea accident.This paper presents"the experts system of Ship Collision Avoidance decision-making based on the AIS" by the analysis of the world maritime navigation field of the status and the development trend and the actual demand, So that which chieve the Smart Ship Collision Avoidance without human intervention.AIS data's conversion is one of the core in the expert system. Analysising the data packet, which required by the expert system ,and formatting ,as data platform of the expert system. In this data platform,the expert System complete the assessment of the danger of the ship, and the situation ,and making a recommendationabout collision avoidance decision-making ,to solve two problem haunting decision-making for collision avoidance in long-term: First, the data accuracy and timeliness ;second, the information and the boat parade intent in the area of ship security can be exchanged between the shipThe ship areas knowledgebase, and the rules in the expert system of Ship Collision Avoidance decision-making is the centre. The database, knowledge base, and the rule are what the international IMO, the International Association of buoys ,related countries and regions maritime department promulgated,which are referenced Ship Collision Avoidance rules,with the greatest scope of the unity and authority. In the computer system,the database be storaged dynamic mode to record the evolving ship' dynamic information.hower,the Knowledge base with static memory model, so that maintaining the stability of expert decision-making system. In addition, the mechanism, system logic structure, and the inference engineof the system can fully meet the reliability and accuracy of both requirements.In system, AIS data's conversion, Risk-degreen judgement, Categorying the situation of ship and the recommendation obout the Collision Avoidance decision making is key modules. In this paper, seeing the expert system knowledge as guide, desige the key data structure and the function module program flowchart for the expert decision-making Ship Collision Avoidance System And system program.in redhat linux9.0 of PC environment,using C language, simulate experts System of Ship Collision Avoidance decision-making based on the AIS,and it's decision-making be in line with《International Convention for the Safety of Life at Sea》and prove that the system has the scientific and practical.
