The collection of revenue is very important for every country.The tax-controlled machine is the key for electronicization of revenue.As the important tools of tax-collection,its application and popularization is crucial for the collection and check of revenue.This fiscal cash not only has the tax-collected function but has the tax-controlled function. It uses the IC card and encrypted data and network technique to monitor and control the taxpayer through the comparison the declarable data by taxpayer to the intercepted data by fiscal cash. It also affords important clues to the evaluation and check of tax payment. The tax-controlled machine is an electronic cash collector plus the tax-controlled function. It should guarantee the correct data incepted and stored and safe transfer and the same time it should offer the user a human mutual graphic interface.According to the plan of tax-controlled machine extendance of chinese revenue,I have researched the shortcomings and forground in the market.I designed a commercioganic tax-controlled machine project who base on the ARM9 and Embeded Linux.The paper design the fiscal cash as the arrange and modularization regulation.The tax machine has four levels in the software structure:hardware circuit,device driver,Linux OS,application level.This design method has good independency and easy-porting capability and good extendance performance.The paper first introduced the fiscal cash and the research intention of the author; Then it detailed analyse the total design of the project; and then it tell us how to design the bottom Hardware circuit and how to program and port the Linux OS & device driver & application & GUI.At last the paper analyze the security design of fiscal cash.
