Shandong Province Water Resources Carrying Capacity

In the paper, the author holds that water resources bearing capacity is a kind of capacity which certain scale of population and social and economic development relies on the quantity and quality of water resources from certain area or drainage basin or ecological system under certain development levels of productive forces and technology, not going so far as to lead to the ecological degeneration of the system or its internal species.In Shandong Province, it is short of water resources with non-uniform distribution and heavy overyear and annual variation. It belongs to the serious water shortage area less than 500 m~3 per capita. In Shandong Province, water from the Yellow River is the important foreign water source with yearly entry inflow and utilizable volume decreasingly. The larger scale of economic and social development relies on the water resources though it is short of water.It is short of the total water resources with striking contradiction between supply and demand in the utilization and development of water resources in Shandong Province. At the same time, it appears the environmental and ecological problems of surface water pollution and groundwater overdraft and soil erosion and others because of paying more attention to economic benefits or without control during the utilization and development of water resources in Shandong Province.Through calculation, the utilizable volume of water resources is not rich in Shandong Province.In the future, the all-round development in the whole society relies more on water resources. It calculated that in the future it needs more water resources continuously in Shandong Province.Water resources are of certain bearing capacity. In certain area, water resources bearing capacity is related to its possessive condition, water resources utilization and development capacity, economic and scientific development levels, structure and level in use of water and others. Water resources bearing capacity in Shandong Province is calculated through the model of water resources bearing capacity and the calculation indexes of GDP and domestic water consumption and grain per capita according to the balanced development between social and economic development and people's living standards and grain safety in Shandong Province. It shows through the calculation that water resources bearing capacity at present supports 92.32 million people. It is 93.41 million people and 95.04 million people in 2010 and 2020 respectively. From the result, there is a huge gap for the actual population and economic development in the future. Water resources bearing capacity should be improved through comprehensive measures.Through the analysis, it should open up non-routine water resources utilization to carry social construction of water saving type forward and improve the utilization efficiency and benefit of water resources. It should tighten up water resources management to adjust the structure in use of water and make good of comprehensive urban planning of water resources from water pollution. From the above-mentioned comprehensive countermeasures, water resources bearing capacity will be improved to serve for the social and economic development.
