With the rapid development of air transport, in order to further improve the utilization of the airspace to meet the greater demand, the research on the air traffic management has became a hot spot at home and abroad. This paper does a in-depth study on the basic theory of the terminal area air traffic flow management. And the simulation system has been developed by using computer simulation technology combined with the air traffic control simulation and flight simulator technology. Then a in depth study and analysis on some key technology of the simulation system such as terminal flight scheduling, the flight plan implementation process has been done.In this paper, the basic capacity model and formula of the terminal area is researched firstly. Then, a new method of aircraft scheduling is proposed by using the A algorithm. The mathematical model of A~* scheduling algorithms is builded. The results of the examples show that the A~* scheduling algorithms compared with the FCFS algorithms reduces a lot of performance value, such as the total flight delay costs, the total delay time, the biggest delays, the average delay time and so on. After that, the source and basic content of the flight plan is researched. The status change of the flight plan is studied. The implement process of the flight plan is simulated simply and effectively. Follow that, the software architecture of the terminal area air traffic management simulation system is analysed.The simulation system is divided into five different functional modules which are the meteorological information module, the flight plans module, the aircraft scheduling module, the flow management module and the flight simulation module and every module is detailedly designed The critical technology are introduced Finally, a client/server model simulation system is developed.The simulation system has a simple structure and low cost, and its simulation results are satisfactory. It is of great significance to reduce flight delays and delay cost, to deal with the flight plan implement automation and the computer simulation of the controller's and the pilot's work.
