It briefly explain both the interrelated knowledge and developing condition about bar code technology and collecting fees by nets. The thesis explain that I select bar code technology carrying fees information to make permitting ticket after I analyze the permitting tickets that are used in highway collecting fees system by nets. I stress onresearching the coding principles about one-dimentional bar code-39 code and 2D code-PDF 417 code. In the thesis I detailedly analyzeand design collecting fees system using bar code permitting tickets that include vehicle information management system, bar code producing system and bar code distinguishing and reading system.. I accomplish the interface design and software and hardware linking of highway collecting fees system by nets. And in the rear of the thesis I give a concrete example and a test to illustrate and analyze the apply of this system.The research take the advantage fully of bar code technology especially 2D-code PDF417 code and conform to the current development of Chinese highway construction and suit for nation's power and situation. The research has practice value.
