Port Construction Project Environmental Impact Assessment Study

Our country is occupying the economical fast development time, the port construction scale fast increases. Port transport business not only brings the huge economic efficiency for the country and the area, also has had continual and permanent influence to the human health, the environment resources, the human welfare as well as the global system. "People's Republic of China Environmental effect Appraisal Law" third chapter of 17^th, which carried out on September 1,2003, explicitly stipulated carries on the economical profit and loss analysis to the items of basic construction environmental effect, has provided the powerful legal basis for our country environmental effect economic evaluation work. At present our country has not carried on this kind of appraisal to the harbor basic construction, this is also the creative breakthrough of the article.The purpose of the study is to cause the port planning authorities and superintendent's attention, raising the environmental protection consciousness, preventing blindly sets up item and the expansion, through carries on the analysis to the harbor items of basic construction environmental effect. Only has truly achieves the environment and the development comprehensive decision-making, can effectively solve between our country economy development and the environmental protection contradiction. The conclusion mostly is qualitative, cannot completely accurately explain the basic construction to the environment and the economical contribution benefit. So this article analyses the impact on the environment and economic loss analysis, through economic models for evaluating the environmental impact assessment for value.This article introduced the economic evaluation of environmental effect theory, the development, the main method and the influence factor. After has analyzed the Chinese port development characteristic and the port type, this article determined to take the appraisal on the bulk cargo harbor (including coal, ore, disperses grain wharf)and the liquid harbor (including each kind of crude oil, refined oil wharf) ,and has limited the research space and time scope.This article advances a set of concrete economic evaluation procedure on environmental effects.
