Digest: This article focuses on the analysis and design of OnCall system, basing on the analysis on the possibility of the OnCall system and the situation analysis in the SFY Hydropower Factory(SFY). The issue on how to collect information outside the system in time, auditing and exchanging in data transportation route, the batch data store and process, the connection between system and PBX, in-time messages, mobile message spread and voice message spread, the safety consideration in designing and selection of the software/hardware of the system is the core of this article.
