The water resource is one kind of natural resources which is closely linked with the people's living and the development of the society. It is one of the most active and far-reaching factors in the ecologic environment system. With the development of economy and the growth of the population and the rising of people's living standard, the water requirement is increasing in every place of the world. The water resource has been a restrained factor of society and economy to all the countries in the world, arousing much attention. In north China, thermoelectric power station is often selected to build. And the pithead power plant is more economical, but the water source must be solved firstly. For a long time, because of limitation of technical and shortage of realization, mine water has been prevented and disposed of as water trouble. As a result, a large amount of mine water is discharged without comprehensive utilization. Immoderate discharge of mine water not only wastes a great deal of precious water resources, but also increases the cost of per ton coal and causes some environmental problems such as ground collapsing, ground water resource loss, water quality deterioration and so on. Therefore, rational utilization of mine water as resource is the best choice of solving the water source problem of mine site and pithead power plant and the environmental problem of mine water pollution.In this paper, based on analyzing the condition of the geology and hydrogeology in Binchang mine area, two methods, major diameter shaft method and hydrogeologic comparison method, were used to calculate the flowing yield of Tingnan colliery, Dafosi colliery, Hujiahe colliery and Xiaozhuang colliery. The water supply potential of the four collieries to the Datang Bingchang pithead power plant was analyzed and the water quality was evaluated. Then the feasibility of using mine water as the supply water source of the plant was researched. When selecting the address of water purification plant, the author used the ant colony algorithm burgeoning in recent years. By improving the basic ant colony algorithm, the author designed a mutated ant colony algorithm which adapted to solve the planar location problem and successfully applied it to the optimization problem of selecting location of the water purification...
